For a pool builder, Heath, TX is right next door to our home base — and building a pool here is its own job. Lots start at half an acre in much of the city, plenty of homes run on private septic, and some of the best backyards sit on Lake Ray Hubbard. Heath’s pool permit packet reflects all of that — it asks for things Rockwall and Dallas never do.
Below is what the City of Heath actually asks for, in plain English, straight from its own pool permit forms — plus what a big lot changes, what drives the cost, and a walk-through of a finished project.

Heath’s pool permit application has three requirements we rarely see anywhere else in the area. None of them is difficult — but each one stops the permit if it is missing. Here they are up front.
Here is everything that goes to the City of Heath before a pool permit is issued. We prepare every page, and walk you through the parts that need your signature.
Project address, subdivision, lot and block, owner and contractor, plus your electrical and plumbing subcontractors. It is one combined permit covering those trades.
Where the pool, equipment and decking sit, with septic components, easements and any flood plain marked. The city records your front, side and rear setbacks against your zoning.
A notarized statement that the project complies with your property’s covenants and deed restrictions. If your HOA or plat has pool rules, they have to be met first.
Signed by you and by us, covering the fence, gates and door alarms. You also initial that a code-compliant barrier must be in place before the pool final inspection.

What a big lot makes possible
This is the kind of backyard a half-acre Heath lot can hold — not just a pool, but a finished outdoor room around it. Here is what goes into one:
Heath’s SF-22 zoning calls for at least half an acre per lot, and communities like Heath Golf & Yacht Club sit right on Lake Ray Hubbard. More room makes for a bigger conversation than just the pool — and in Heath, most of what goes around it needs its own permit.
On a half-acre lot the question is rarely whether a pool fits. It is where the pool, patio, kitchen and lawn should sit so the yard works as one space. We design them together from the start.
Heath requires separate permits for cabanas and arbors, grills and outdoor kitchens, fire pits, outdoor showers and fences. We design them with the pool and file them together, so nothing sits waiting on paperwork.
Lakeside and acreage yards rarely sit flat, and water always finds the low side. We survey the grade, mark the septic field, easements and flood plain, and plan drainage before we set the shell.
Our pools start at $75,000, and on a Heath lot the backyard around the pool matters as much as the pool itself. These are the three things that decide where yours lands.

Want more than the pool? On a half-acre lot there is room to go further — outdoor kitchens, paver decking, a Cool Deck system and turf, up to a full backyard transformation. Each one needs its own Heath permit, and we file them together with the pool.

The single most consequential thing about building a pool in Heath is not above ground. It is the soil. Here is what the USDA says is under your yard, and how we build for it.
Heath sits on the Texas Blackland Prairie — mostly Houston Black and Heiden clays. Houston Black is the official Texas state soil, and it cracks from the surface down past a foot. Those cracks stay open 90 to 150 days a year.
These clays shrink and swell hard as moisture changes, and the USDA lists that movement as a limitation on building. Water behaves differently too — it pours straight into a dry, cracked yard and barely moves through a wet one.
We engineer the shell and the deck for ground that moves, and we plan drainage and backfill around it rather than hoping for a dry year. The soil is not the same on every Heath lot — which is exactly why we walk yours before we quote.

The questions Heath homeowners ask us most, answered from the city’s own pool permit forms.
Yes. Heath issues one combined swimming pool permit that covers the pool, electrical and plumbing work. The application names your electrical and plumbing subcontractors, and a copy of the sales contract has to be attached. Heath also keeps its own contractor registration, with a Pool/Spa Contractor category. We prepare and submit the whole packet.
Heath asks the owner, or the contractor acting as the owner’s agent, to certify in front of a notary that the pool complies with every covenant, deed restriction and encumbrance on the property. It puts HOA and plat rules squarely on the applicant, so we check your restrictions before we finalize a design.
Often, yes — but the septic system shapes the layout. Heath’s application requires the site plan to show septic tanks, leach fields, lateral lines and aerobic spray heads, along with easements and flood plains. We locate all of it first and design the pool around it.
Yes. Heath requires separate permits for cabanas and arbors, grills and outdoor kitchens, fire pits, outdoor showers and fences. When we build them with the pool, we file them alongside the pool permit.
At least 48 inches tall, no more than 2 inches off the ground, and no vertical openings over 4 inches. Chain link mesh is capped at 2¼ inches and lattice openings at 1¾ inches. Gates have to self-close, self-latch and open outward, away from the pool.
You need one of three things: a powered safety cover meeting ASTM F1346, an audible alarm on every door with direct access to the pool (listed to UL 2017, with the deactivation switch at least 54 inches above the threshold), or another method approved by Heath’s Building Official. Heath’s barrier and alarm form is signed by both the homeowner and the pool company.
Before the pool final inspection. Heath has the owner initial the permit application acknowledging that a code-compliant barrier is required before final, so we build fence work into the schedule instead of leaving it to the end.
The city. Texas Health and Safety Code Chapter 757 is widely misquoted on this — it applies to pools at multiunit rental complexes and property owners associations, not to a single-family backyard. Your requirements come from Heath’s own adopted code.
Yes. Houston Black and Heiden clays crack open for 90 to 150 days a year and swell shut again, and the USDA lists that movement as a limitation on building. We engineer the shell, the deck and the drainage for ground that moves. What that means for your yard depends on your specific lot, which is why we walk it first.
Our pools start at $75,000 for a 12×26 pool without a spa, and at $100,000 for a 16×28 pool with a flush spa — both with a travertine or porcelain stone option and porcelain tile. From there it depends on the yard around the pool (decking, kitchen, fire features) and your lot (access, slope, septic and soil). We walk the yard and put your figure in writing.
