Building a Pool in Dallas, TX

Dallas does not build pools under the generic code. It has its own — Chapter 62 of the Dallas City Code, the Dallas Swimming Pool and Spa Code, which adopts the 2021 ISPSC with Dallas amendments and has been in force since June 13, 2022. Some of its rules are stricter than anything in Rockwall County, and a few are more generous.

As pool builders, Dallas, TX is home turf for us: we are based in Rockwall County, just east of Dallas on I-30, and we build across the city. Below is what actually governs a pool build in Dallas, in plain English — plus where a pool can sit on your lot, what the soil does, what drives the cost, and a look at pools we have built.

Three Dallas rules that trip people up

Dallas amended the national pool code in ways most homeowners don’t expect. These three change the hardware you buy and the order the job runs in.

The 60-inch latch

In Dallas the gate latch has to sit at least 60 inches above the ground, and the gate has to take a lock. That is higher than the national model code, so standard pool-gate hardware does not always qualify.

Windows count, too

If your house forms part of the barrier, Dallas extends the alarm rule to operable windows with sills under 48 inches, not just doors. The alarms have to be listed to UL 2017 as water hazard entrance alarms.

Fence before plaster

Dallas inspects and approves the barrier before the pool is plastered or filled. If the fence isn’t finished, the plaster crew waits — so we build the fence into the schedule early.

Where a pool can be built on a Dallas city lot

Dallas zoning has firm opinions about where a pool can sit — some stricter than you might expect, some more generous. Side and rear setbacks vary by zoning district, so we confirm yours before we draw a shape. If you are in an HOA or a conservation district, we prepare that review alongside the city permit.

Not in the front yard

A pool can’t go in the required front yard. On a corner lot or an oddly shaped infill lot, that one rule often decides where the pool can fit.

Double side yards are allowed

Dallas allows a pool in a double side yard, where most other accessory structures can’t go. On the right lot, that opens up space you might have written off.

Exempt from the 5% cap

Dallas caps certain accessory uses at 5% of the lot area, but pools are exempt from that cap. The pool itself won’t count against the limit.

How a Dallas pool permit comes together

Four things decide how smoothly a Dallas pool permit moves. We handle every one of them, and meet the inspector on site.

The site plan

Drawn at a scale of at least 1/8 inch to the foot, showing the pool, equipment, decking and property lines. Engineered drawings are only required when a pool sits inside or on top of a building.

The fence permit

The barrier needs its own fence permit. Dallas prohibits sheet metal, corrugated metal, fiberglass panels and plywood, and a fence has to keep firefighting access to the side and rear yards.

Plan review

If the city flags a deficiency, there are five working days to correct it. We answer review comments quickly so the permit doesn’t stall.

Barrier approval

Fence, gates, alarms or a powered safety cover are inspected and approved before plastering or filling. It is the step that decides when you swim.

Clay, chalk, and why Dallas yards differ

The single most consequential thing about building a pool in Dallas is not above ground. It is the soil — and in Dallas, it is not the same everywhere. Here is what the USDA says, and how we build for it.

What is under your yard

Dallas County spans seven NRCS general soil map units. Much of the city sits on Blackland Prairie clays like Houston Black, the Texas state soil, which cracks from the surface down past a foot. Other areas sit on Austin soils formed from chalk, which are well drained and do not crack the same way.

Why it matters for a pool

The clays shrink and swell hard as moisture changes, and the USDA lists that movement as a limitation on building. Chalk-derived soils behave differently again. Two Dallas yards a few miles apart can need a different approach.

What we do about it

We find out what is actually under your lot, then engineer the shell, deck and drainage for it rather than assuming. It is exactly why we walk your yard before we quote.

What drives the cost of a pool in Dallas

Our pools start at $75,000. In Dallas, your lot and the barrier hardware the city requires move the number from there. These are the three things that decide it.

The pool itself

Size, depth and shape, plus features like a raised spa, sheer descents, a tanning ledge or a water wall. Tile, coping and plaster finishes each come in very different tiers.

The yard around it

Concrete, travertine or pavers, how far the deck runs, and whether the project includes a kitchen, fire feature or turf. The pool is often only part of the budget.

Your lot

Access through a tight infill side yard, gate and alarm hardware that meets the Dallas amendments, and whether your lot sits on clay or chalk. It is why we walk the yard before we put a number on paper.

Questions to ask pool builders — Dallas, TX

The questions Dallas homeowners ask us most, answered from the Dallas Swimming Pool and Spa Code and the city’s zoning rules.

Yes. Chapter 62 of the Dallas City Code, the Dallas Swimming Pool and Spa Code, adopts the 2021 International Swimming Pool and Spa Code with Dallas amendments. It took effect June 13, 2022, and it is stricter than the model code in several places.

Yes, plus a separate fence permit for the barrier. The site plan has to be drawn at 1/8 inch to the foot or larger. The only exemption is a prefabricated pool with its walls entirely above grade that holds less than 5,000 gallons and is under 24 inches deep.

At least 60 inches above the ground, and the gate has to accommodate a lock. That is higher than the national model code, so standard pool-gate latches don’t always pass in Dallas.

The barrier can leave no more than 2 inches at the bottom over non-solid surfaces like grass or gravel, or 4 inches over solid surfaces like concrete. Dallas fences can be up to 9 feet tall, can’t be built from sheet metal, corrugated metal, fiberglass panels or plywood, and have to preserve firefighting access to side and rear yards.

If a wall of your house forms part of the pool barrier, yes — operable windows with a sill under 48 inches need alarms, as well as doors. The alarms have to be listed to UL 2017 as water hazard entrance alarms. On a pool, a powered safety cover can substitute for the barrier.

Before plastering or filling. Dallas has to inspect and approve the barrier first, so the fence, gates and alarms need to be finished before the plaster crew can start.

Not in the required front yard. A pool can go in a double side yard, and pools are exempt from the 5% lot-area cap that applies to certain accessory uses. Side and rear setbacks depend on your zoning district, so we confirm them for your lot.

Chapter 62 requires engineered drawings when a pool is inside or on top of a building. For a typical backyard pool it does not, but we still design the shell and steel for your soil as a matter of our own practice.

The city. Texas Health and Safety Code Chapter 757 is widely misquoted on this — it applies to pools at multiunit rental complexes and property owners associations, not to a single-family backyard. In Dallas, your requirements come from Chapter 62.

Yes, and it varies across the city. Dallas County spans seven NRCS general soil map units — from Houston Black clay, which cracks open 90 to 150 days a year, to Austin soils formed from chalk that drain well and do not crack the same way. We check what is under your lot and engineer the shell, deck and drainage for it.
