Building a Pool in Royse City, TX

Updated September 2026 · Royse City, TX 75189

Hiring a pool builder? Royse City, TX has grown fast — from 13,508 residents in the 2020 census to an estimated 24,138 by 2023 — and it runs one of the most detailed pool permit processes in the area. Six separate inspections, a utility stamp before the city will even accept your plans, and permit fees it actually publishes.

Below is what the City of Royse City requires, in plain English, straight from its own Swimming Pool, Spa & Hot Tub Permit Information Guide — plus what a newer lot changes, what drives the cost, and a look at pools we have built.

The six inspections, in order

Royse City inspects a pool six times, and approved plans — at least 11×17 — have to be on site for every one. We schedule each inspection and meet the inspector there.

01

Belly Steel

Setback placement, the permanent barrier, tempered glass, No. 8 solid copper bonding looped at least four times, and suction outlets. Nothing else is inspected before it.

02

Underground Electric

The buried electrical runs to the pool equipment and lighting, inspected before the trenches are closed.

03

Gas

Gas lines to a heater or fire feature, pressure-tested on a diaphragm gauge at a minimum of 3 psi.

04

P-Trap

A city ordinance requires a P-trap whatever filter you choose: at least 3 inches, with the tailpiece 3 inches above grade and an air gap.

05

Deck Steel

At least #3 rebar on 18-inch centers, expansion material, the bonding grid visible, and a 25 psi pressure test before any concrete.

06

Pre-Plaster / Final

Door alarms or self-closing doors, the notarized homeowner certification, erosion control, every piece of equipment wired and the fence complete.

Three Royse City rules that shape the schedule

Most homeowners meet these for the first time once the permit is already in review. Here they are up front.

Stamped before it’s submitted

Royse City wants your plans stamped by the electric underground utility company, with a survey plat, before it will accept the submittal. It is a real step in the schedule — and it is ours to manage, not yours.

Every sub, registered

Every subcontractor on the job has to be registered with Royse City and listed on the application, with an email for each. We keep our trades registered, so it never holds up your permit.

The fence is checked first

In Royse City the Belly Steel inspection comes first, and it checks setback placement and the permanent barrier along with the steel. The fence plan has to be settled before the dig, not after.

Newer neighborhoods, corner lots and fences

A lot of Royse City backyards are only a few years old, and in this city the fence rules matter as much as the pool rules. Here is what we check on a newer lot before we draw a shape. If your neighborhood has an HOA, we prepare that submittal alongside the city permit.

Builder-graded yards

New-construction lots are graded for the house, not for a pool. We check the grade, how the yard drains and where the easements run before anything is designed.

Corner-lot privacy fences

On a corner lot, Royse City keeps privacy fences at least seven feet off the side property line. Fences top out at eight feet on 2⅜-inch steel posts, and a new fence needs its own $75 permit.

The 36-inch clear zone

Pumps, filters and heaters can’t become a step up the fence, so the pool code keeps a 36-inch clear zone around the barrier. We place the equipment pad with that in mind from day one.

What drives the cost of a pool in Royse City

Our pools start at $75,000, and Royse City publishes its permit fee — $400 for an in-ground pool. Beyond that, three things decide where yours lands.

The pool itself

Size, depth and shape, plus features like a raised spa, sheer descents, a tanning ledge or a water wall. Tile, coping and plaster finishes each come in very different tiers.

Want more than the pool? A newer Royse City yard is often a blank slate. Outdoor kitchens, paver decking, a Cool Deck system and turf are all available, up to a full backyard transformation planned together with the pool.

Starting prices cover the pool as described. Your lot, finishes and add-ons set the final figure, which we put in writing after we walk your yard.

The yard around it

Concrete, travertine or pavers, how far the deck runs, and whether the project includes a kitchen, fire feature or turf. The pool is often only part of the budget.

Your lot

Equipment access through a tight side yard, how a newer lot was graded, and how the clay behaves on your property. It is why we walk the yard before we put a number on paper.

Black clay, and what we do about it

The single most consequential thing about building a pool in Royse City is not above ground. It is the soil. Here is what the USDA says is under your yard, and how we build for it.

Cracked black clay soil typical of North Texas yards

What is under your yard

Royse City sits on the Texas Blackland Prairie — mostly Houston Black and Heiden clays. Houston Black is the official Texas state soil, and it cracks from the surface down past a foot. Those cracks stay open 90 to 150 days a year.

Why it matters for a pool

These clays shrink and swell hard as moisture changes, and the USDA lists that movement as a limitation on building. Water behaves differently too — it pours straight into a dry, cracked yard and barely moves through a wet one.

What we do about it

We engineer the shell and the deck for ground that moves, and we plan drainage and backfill around it rather than hoping for a dry year. The soil is not the same on every Royse City lot — which is exactly why we walk yours before we quote.

Same backyard, mid-build and finished

Every stage above happens in a yard like this one. On the left, the shell is in and the entry steps are formed, with decking and plaster still to come. On the right, the same backyard once the build is finished.

During

After

Questions to ask a pool builder — Royse City, TX

The questions Royse City homeowners ask us most, answered from the city’s own pool and fence permit guides.

Yes. Applications go through the city’s MyGov portal using the “Swimming Pool Permit (R)” template, with plans stamped by the electric underground utility company, a survey plat, and every subcontractor listed and registered with the city. No work can start until the permit is issued. We handle the whole submittal.

Royse City publishes its fees: $400 for a residential in-ground pool, $125 for an above-ground pool, $150 for a spa or hot tub, and $75 for a residential fence permit. Those are the city’s figures from its November 2025 guides, and they cover the permit, not the pool.

Six: Belly Steel, Underground Electric, Gas, P-Trap, Deck Steel and Pre-Plaster/Final. Approved plans at least 11×17 have to be on site for each one, and a temporary four-foot fence has to stand for the whole build.

Royse City uses the 2018 ISPSC: at least 48 inches tall, no more than 2 inches off grass or gravel (4 inches over concrete), and no opening a 4-inch sphere can pass through. Gates open outward, self-close, self-latch and take a lock, and the barrier has to stand at least 20 inches from the water’s edge.

You need either door alarms or self-closing, self-latching doors. Alarms are listed to UL 2017, sound within 7 seconds and continuously for 30, and have a deactivation switch at least 54 inches up that pauses them for no more than 15 seconds. The homeowner signs a notarized certification that stays with the permit card for the final inspection.

Yes, for a new or reconstructed fence — $75 for a residential fence. Fences max out at 8 feet on 2⅜-inch steel posts, and on a corner lot a privacy fence has to stay at least 7 feet from the side property line.

Royse City checks “proper placement for setback requirements” at the Belly Steel inspection, but its pool guide does not print a single number — it depends on your lot and zoning. We confirm yours from the plat and the zoning before we design.

The city. Texas Health and Safety Code Chapter 757 is widely misquoted on this — it applies to pools at multiunit rental complexes and property owners associations, not to a single-family backyard. Your requirements come from Royse City’s own adopted code.

Yes. Houston Black and Heiden clays crack open for 90 to 150 days a year and swell shut again, and the USDA lists that movement as a limitation on building. We engineer the shell, the deck and the drainage for ground that moves. What that means for your yard depends on your specific lot, which is why we walk it first.

Our pools start at $75,000 for a 12×26 pool with no spa, and at $100,000 for a 16×28 pool with a flush spa, each with a travertine or porcelain stone option and porcelain tile. The city’s $400 permit fee is separate. What moves the number from there is the yard around the pool and your lot — access, grading and soil — so we walk it and put your price in writing.

Yes. We warranty our installation for one year, and manufacturer warranties on the equipment and materials are typically passed along to you.

FTX recently build our pool and spa combo and did an amazing job from the construction quality and custom finishes. One of the best experiences I had was able to deal directly with the owner Gio to address any concerns and final design. He really takes pride in his work. FTX is not the cheapest or the most expensive pool company out there but if like to build a custom and higher quality pool they are your best choice. Overall very satisfied with the final product

Royse City is close to home. Here is where else we build.

We’re a Rockwall County company, and Royse City is Rockwall County too. That’s not a service-radius claim — it’s where we’re based, where our crews live, and why we can be on your job the same afternoon.

Rules change the moment you cross a city line — Royse City runs six inspections and publishes its fees, Rockwall runs four, Heath asks for a notarized deed certificate, and Dallas has its own pool code. We keep track so you do not have to.
