Royse City inspects a pool six times, and approved plans — at least 11×17 — have to be on site for every one. We schedule each inspection and meet the inspector there.
Setback placement, the permanent barrier, tempered glass, No. 8 solid copper bonding looped at least four times, and suction outlets. Nothing else is inspected before it.
The buried electrical runs to the pool equipment and lighting, inspected before the trenches are closed.
Gas lines to a heater or fire feature, pressure-tested on a diaphragm gauge at a minimum of 3 psi.
A city ordinance requires a P-trap whatever filter you choose: at least 3 inches, with the tailpiece 3 inches above grade and an air gap.

A lot of Royse City backyards are only a few years old, and in this city the fence rules matter as much as the pool rules. Here is what we check on a newer lot before we draw a shape. If your neighborhood has an HOA, we prepare that submittal alongside the city permit.
New-construction lots are graded for the house, not for a pool. We check the grade, how the yard drains and where the easements run before anything is designed.
On a corner lot, Royse City keeps privacy fences at least seven feet off the side property line. Fences top out at eight feet on 2⅜-inch steel posts, and a new fence needs its own $75 permit.
Pumps, filters and heaters can’t become a step up the fence, so the pool code keeps a 36-inch clear zone around the barrier. We place the equipment pad with that in mind from day one.

The single most consequential thing about building a pool in Royse City is not above ground. It is the soil. Here is what the USDA says is under your yard, and how we build for it.
Royse City sits on the Texas Blackland Prairie — mostly Houston Black and Heiden clays. Houston Black is the official Texas state soil, and it cracks from the surface down past a foot. Those cracks stay open 90 to 150 days a year.
These clays shrink and swell hard as moisture changes, and the USDA lists that movement as a limitation on building. Water behaves differently too — it pours straight into a dry, cracked yard and barely moves through a wet one.
We engineer the shell and the deck for ground that moves, and we plan drainage and backfill around it rather than hoping for a dry year. The soil is not the same on every Royse City lot — which is exactly why we walk yours before we quote.

The questions Royse City homeowners ask us most, answered from the city’s own pool and fence permit guides.
Yes. Applications go through the city’s MyGov portal using the “Swimming Pool Permit (R)” template, with plans stamped by the electric underground utility company, a survey plat, and every subcontractor listed and registered with the city. No work can start until the permit is issued. We handle the whole submittal.
Royse City publishes its fees: $400 for a residential in-ground pool, $125 for an above-ground pool, $150 for a spa or hot tub, and $75 for a residential fence permit. Those are the city’s figures from its November 2025 guides, and they cover the permit, not the pool.
Six: Belly Steel, Underground Electric, Gas, P-Trap, Deck Steel and Pre-Plaster/Final. Approved plans at least 11×17 have to be on site for each one, and a temporary four-foot fence has to stand for the whole build.
Royse City uses the 2018 ISPSC: at least 48 inches tall, no more than 2 inches off grass or gravel (4 inches over concrete), and no opening a 4-inch sphere can pass through. Gates open outward, self-close, self-latch and take a lock, and the barrier has to stand at least 20 inches from the water’s edge.
You need either door alarms or self-closing, self-latching doors. Alarms are listed to UL 2017, sound within 7 seconds and continuously for 30, and have a deactivation switch at least 54 inches up that pauses them for no more than 15 seconds. The homeowner signs a notarized certification that stays with the permit card for the final inspection.
Yes, for a new or reconstructed fence — $75 for a residential fence. Fences max out at 8 feet on 2⅜-inch steel posts, and on a corner lot a privacy fence has to stay at least 7 feet from the side property line.
Royse City checks “proper placement for setback requirements” at the Belly Steel inspection, but its pool guide does not print a single number — it depends on your lot and zoning. We confirm yours from the plat and the zoning before we design.
The city. Texas Health and Safety Code Chapter 757 is widely misquoted on this — it applies to pools at multiunit rental complexes and property owners associations, not to a single-family backyard. Your requirements come from Royse City’s own adopted code.
Yes. Houston Black and Heiden clays crack open for 90 to 150 days a year and swell shut again, and the USDA lists that movement as a limitation on building. We engineer the shell, the deck and the drainage for ground that moves. What that means for your yard depends on your specific lot, which is why we walk it first.
Our pools start at $75,000 for a 12×26 pool with no spa, and at $100,000 for a 16×28 pool with a flush spa, each with a travertine or porcelain stone option and porcelain tile.
