Three rules decide the shape, size and schedule of almost every pool we build in Rockwall. Most homeowners hear about them for the first time at plan review — here they are up front.

Rockwall inspects a pool four times, and the first one has to pass before anyone is allowed to dig. We schedule every one of them and meet the inspector on site.
Setbacks, easements, fence compliance, door alarms and tempered glass — all checked before a shovel moves. No excavation happens until this one passes.
Steel reinforcement, bonding with copper conductor, suction outlets and the P-trap, inspected once the shell is dug and tied.
Rebar placement, the bonding grid, and a static pressure test held at a minimum of 25 psi before any concrete goes down.
Erosion control, equipment wired, fence complete. The inspection that turns a hole in the ground into a pool you are allowed to swim in.
The single most consequential thing about building a pool in Rockwall is not above ground. It is the soil. Here is what the USDA says is under your yard, and how we build for it.
Rockwall sits on the Texas Blackland Prairie — mostly Houston Black and Heiden clays. Houston Black is the official Texas state soil, and it cracks from the surface down past a foot. Those cracks stay open 90 to 150 days a year.
These clays shrink and swell hard as moisture changes, and the USDA lists that movement as a limitation on building. Water behaves differently too — it pours straight into a dry, cracked yard and barely moves through a wet one.
We engineer the shell and the deck for ground that moves, and we plan drainage and backfill around it rather than hoping for a dry year. The soil is not the same on every Rockwall lot — which is exactly why we walk yours before we quote.
Some of Rockwall’s best backyards slope toward the water, in neighborhoods like The Shores and Chandlers Landing. A lake lot changes the build, and it is worth knowing how before you fall in love with a design.

Lake lots rarely sit flat. The fall of the yard decides where the pool can go, how deep the shell sits, and whether you need a retaining wall before anything else. We survey the grade first.
Rockwall wants a pool at least ten feet from any retaining wall taller than three feet, or an engineer’s letter saying otherwise. On a terraced lake lot, that single rule can move the whole pool.
Water heads downhill toward the lake, and it needs somewhere to go that is not your deck. And nothing — pool, deck or equipment — can sit in an easement. We map both from your survey plat before we design.
Our pools start at $75,000. In Rockwall, the yard moves the number from there as much as the pool does — these are the three things that decide it.
Size, depth and shape, plus features like a raised spa, sheer descents, a tanning ledge or a water wall. Tile, coping and plaster finishes each come in very different tiers.

Three feet from the side property line and three feet from the rear. Nothing can sit in an easement — not the pool, not the deck, not the equipment. If you have a retaining wall taller than three feet, the pool needs to be at least ten feet off it, or an engineer has to provide a letter.
As far away as the pool is deep at its closest point. Rockwall uses a one-to-one ratio, so an eight-foot deep end needs eight feet of clearance from the house. It is the rule most likely to change the shape of your pool, and most people only hear about it at plan review.
Yes, and there is a step before it. Two plan sets have to be stamped by the electric underground utility company before the city will accept the submittal, along with a survey plat showing property lines and easements. Subcontractors also have to be registered with the City of Rockwall specifically, not just licensed in Texas. We handle all of it.
At least 48 inches above grade, no more than a 2-inch gap underneath, and no opening a 4-inch sphere can pass through. Gates must self-close and self-latch. A new fence needs its own permit, and a temporary four-foot fence has to stay up for the entire build.
Yes. Every door with direct access to the pool needs an alarm that sounds within 7 seconds and keeps sounding for at least 30 seconds. Rockwall also requires a door alarm letter signed by the homeowner in front of a notary — a local step that catches a lot of people out.
The city. Texas Health and Safety Code Chapter 757 is widely misquoted on this — it applies to pools at multiunit rental complexes and property owners associations, not to a single-family backyard. Your requirements come from Rockwall’s own adopted code.
Four: Pool Layout, Belly Steel, Deck Steel and Final. Layout has to pass before any excavation starts, and the Deck Steel inspection includes a static pressure test held at a minimum of 25 psi.

We engineer the shell, the deck and the drainage for ground that moves. What that means for your yard depends on your specific lot, which is why we walk it first.
